I checked it out at the end of the year he was ranked #5 i was sure they would have dropped him considering how long it was since he won a fight at ww....which was '08

If my memory serves me correctly, by the time the fight happened Mosley was ranked #3. I think it was because the guys ranked before him lost (Berto) and the other vacated to fight several times at 154 for good (Cotto)

People should invent a new name for lists like this
Pound for Pound is a ordered list of fighters based on who will win if they are the same size. Heavyweight was excluded but anyone is free to rank them but its not based on the actual fighters resume though it is also attributed to that.
on topic : Pacquiao aT #2 OR #1 for that matter is universally accepted except for Floyd supporters of course.
except for Marg at 54. Clottey, Mosley, Cotto were all ranked fighters.

p4p rankings should be based on the last 3 or so fights. Pac's last 3 wins are not enough to place him anywhere near top 3 IMO, he should be around 5/6 behind Floyd, Ward, Rigo and the likes...but the Ring p4p list is more of a popularity contest. How can Pacquiao be ahead of the very guy who knocked him out? **** blows my mind.
