            Sure he can. Temporary stadiums used to common as hell back in the day for big fights. And there are construction companies that exist for just that reason. I don't understand why people think it's such an outlandish idea. Obviously, it would have to be for the right fine, not just any fight.

                Money is money and greedy, rich dudes will bend to make a pocketful of it...Arum knows this. It's Vegas man, if you like money, you will spend a little extra to accommodate your market if it makes your pockets fatter.

                      Things such as territorial rights and safety code now may apply. Additionally, the most recent information I've found about temporary stadiums in the US/Canada indicates an approximate capacity of 20,000 for 15 million USD and a three month construction period. The larger temporary stadiums planned for the Russia and Qatar World Cups have significantly higher projected costs. The cost of a temporary stadium for usage in one event would seemingly cost as much if not more than the revenue it would directly generate.
