Well between 2012 and today Pacquaio has beaten Bradley twice (In reality) in that time frame.
Ward has beaten Dawson's corpse and Edwin Rodriguez.Comment

the inactivity is a major problem but the p4p list is more than that, it's sole purpose is, who, irregardless of weight, can beat the most fighters. At 168, I don't see anyone beating Ward, p4p, there's a chance for Manny, May, or Wlad, that is slim pickings.
I do agree however, if Ward stays inactive any longer and doesn't have another top level opponent he should be dropped down.Comment

you are right. its not about quantity.
Manny fought JMM x2 and TB x2 and Rios. Thats 4 tough fights and one tune up.
Ward fought Froch, Dawson at 175, and La Bomba. Thats 1 tough fight, a decent one, and a rios type of fight.
Not sure you are being fair on this one. Manny perhaps isnt a definitive #2, but its more Ward's reluctance to fight lately. I dont know why he thinks he is going to be able to break his promotion contract with goossenComment
