Watching Tyson fights before he started fighting champions and top contenders was definitely more impressive for the viewers.

Mayweather wrecked better fighters than Tyson did at his peak, and did so with a more varied skill set. He's my pick.

Tyson doesn't really have any notable wins under his belt except Michael Spinx. And he beat an old Larry Holmes. He self destructed and went to prison for 2-years before he ever peaked. Essentially his career died with Cus before it ever really started.

One thing can't be denied is Tyson brought a lot of hype and fans to boxing with his style.

Mayweather has done the same, he brought a lot of fans to boxing because of his undefeated record, mouth/controversial comments, personality, and ability to keep winning.

In the end if you can bring fans to this not so popular sport, you're already impressive. Boxing doesn't have big network deals like MLB, NBA, or NFL so it's impressive when a fighter attracts so many fans to purchase PPV's like Tyson, Mayweather, De La Hoya, Pacquiao did.
