Let me count RJJ's titles
160 IBF
168 IBF
175 WBC x3 WBA x2 IBF
HW WBA
Theres 9 (he won WBC three times, before and after loss to Griffin, then again with Tarver 1)
Mayweathers titles
130 WBC
135 WBC
140 WBC
147 IBF WBCx2
154 WBCx2 WBA
Also 9
The most I can think of right now is Holyfield, with:
CW WBA IBF WBC
HW WBC WBAx4 IBFx3
That's 11 titles. Good old Holyfield
It's a fun little excercise, but obviously means nothing. But I don't think there was any intention with this post

Don't you think a better question would be like, What boxer has been #1 in a division(s) the most? I think you covered your own question since for someone to be higher than per say Roy Jones Jr they would of had to of started winning titles in the late 60s-70s to only win the WBA/WBC titles and the IBF wasn't even around until the 80s I believe.
EDIT: Guess Holyfield is leading the pack.Comment
