He can prove he's clean NOW that's the point. He hasn't been proven guilty that he was, but looking back on why he turned down the testing initially the most likely reason is he was on peds. He gave no good reason and still hasn't on why he turned it down, he gave lame excuses about needles.

He never turned down the test, he asked for a cutoff to blood testing instead and since moved to no cutoff late in the year.
If we are to use this incident with Rios as evidence, Manny was always for unlimited random urine testing.
