There's no easy answer but unfortunately in addition to Wlad holding 4 titles, Vitali holds the WBC crown and he won't defend it either, getting extension after extension. Lots of contract talks in the 1700 HW fights i've posted. Have i seen a contract? No but purses are often posted on the internet, on the fight network ticker, talked about on broadcasts.

As you say, mandatories SHOULD be take precedent over voluntary defences. In Wladimir's case, so few guys want to fight him, that he's having to look elsewhere for opposition.
