    They do not accept what he posted because it does not proof that he filed.
    If you are one of BIR tax collector will you wait for two years waiting for Pac to submit the certified true copy of the said document or you should just check it with IRS directly if the document is real or fake? For me it will not take a couple of minutes to verify it.

    Step 1: Scan the documents submitted by Pac to BIR.
    Step 2: Email the document to IRS to verify its authenticity.
    Step 3: You are done!

    Since they had a treaty preventing their citizens for double taxation what is so difficult about this asking them directly?

    This is politics trying to screw up Pac running for senator on next election.

      I used to be Tax pro for H &R Block, and sad to say, there are plenty of empty tax forms around that one can play around with. You can even use any old tax software and print out whatever form you want with whatever info you put in. This means nada; the confirmation to the Philippine government needs to come from the IRS.

        So let us say you took one of this empty tax form and you filled with some numbers and letters then what? Do you think you can submit it as original assuming they can't verify it through reference number or something? Or maybe Arum and HBO took those empty tax form, filled it and gave it to Pac as proof. LMAO!

            Some corrupt politicians within the Philippines government are probably targeting Pacquiao for personal gain. The BIR's request for 'certified documents' seems like a passive aggressive gesture made for the sole purpose of defaming Pacquiao's image. It's no secret that Pacquiao plans to pursuit a career in senate and possibly even run for president of the Philippines.

                    The BIR commies is lazy and not doing her job or obviously shes after pacquiao on other agenda. A phone call away she can always verify if indeed pacquiao remitted taxes in the USA.

                      That document could be fake,read this quote:

                      “The money that was garnished by (the Bureau of internal Revenue) is not stolen,” Pacquiao continued. “This came from all of the punches, beatings, blood and sweat that I endured in the ring.”

                      However, Revenue Commissioner Kim Henares claims that Pacquiao provided a letter from his promoter, Top Rank, and HBO sports as proof that he’d paid his taxes in lieu of proof from the IRS.

                      “That is self-serving and a mere scrap of paper,” Henares said, according to the Associated Press. “What he can do is go to the IRS, ask IRS to certify this copy (of his tax payments) as a true copy. We have been waiting for that for two years.” Henares added that the Bureau of Internal Revenue had asked 22 banks to turn over the money that Pacquiao allegedly owes; only two of those banks claimed to possess Pacquiao’s money, and the total only amounted to $25,000.
