Calm down people...Neither VADA nor USADA have the medical/legal authority to test anyone, anywhere outside the United States. The Philippines has its' own WADA affiliate who satisfy all established WADA criteria just like VADA and USADA. I'm sure Pacquiao has been being tested by them while training at home, just to prove he is clean. That is what this is all about isn't it? Testing to prove we are clean.

Doesn't VADA have agents with passports? This is something they need to work on, with WADA you can locate the anti-doping agency of the athlete country of residence and get them to perform a random test on the athlete. VADA are not on that level yet but they can try and get their agents to travel around where the boxers or athletes are.
