Calm down people...Neither VADA nor USADA have the medical/legal authority to test anyone, anywhere outside the United States. The Philippines has its' own WADA affiliate who satisfy all established WADA criteria just like VADA and USADA. I'm sure Pacquiao has been being tested by them while training at home, just to prove he is clean. That is what this is all about isn't it? Testing to prove we are clean.

Wrong... You don't know what you're talking about at all. Go do a small amount of research before you start making uneducated statements. USADA can test anyone in the world that is going to compete in the U.S. That includes athletes training in the Phillipines. This fight is being held in China so USADA would not be the agency for them to use. But your statement is certainly incorrect.
