He didn't dominate Pac, but I had him winning 7 of the last 11 rounds after the first. I scored it 113 - 113. If Pac rematches and beats Barrera for the second time...then rematches and beats J.M.M.
I say he deserves to be ranked as high as he is. Like I pointed out the J.M.M. fight is a question mark.
and I'm not saying his achievements aren't impressive to say the least. They are and more.

Are you aware of the fact that there have been many terrific fighters in the history of the sport? It's not like Pacquiao is an all time god or anything. He might be remembered as the best featherweight from this era(early 2000's), but top 10 P4P is way too much. I like Pacquiao, but you have to be real.
