What is the reason why USADA always cut off Floyd's blood tests well before the fight?

Floyd got 19 days cut off and Mosley got 18 in their fight. Floyd got 18 days in the Ortiz fight. USADA, to appease the critics, did 14 days in the Cotto fight. We have zero details in his last two fights.

I get weak from blood tests too.
Different people react to having their blood taking in different way.

Floyd knew Manny had an issue with it and that is the reason why Floyd came out with the 11th hour stipulation about blood tests for.

Pacquiao still agreed to have the blood tests, but Floyd asked for more, and because, the reaction to having his blood taken would mean Manny would miss training, he wanted a cut off so training in the last 3 weeks would not be disrupted.

Floyd said 14 days, Pacquiao camp compromised at 18, Floyd's camp said take it because 14 days, 18 days it don't matter. Floyd said no and the first negations fell apart.

As of July 2010, there were no issues regarding the testing, it had been agreed.
