HBO wouldn't offer the same deal to Floyd either, they saw it as a money loser. Showtime is less experienced with big time PPV so they overextended. That's how it goes, suckers get fleeced, and have to put Broner Maidana on PPV for lack of budget.
They're also forced to put the Garcia/Matthysse fight on the Mayweather/Canelo undercard instead of making a separate fight. That way they don't have to look for advertising funds. The money will come from the May/Canelo PPV.
As already mentioned, they have good fighters but they're expensive. And with the kind of money Money Mayweather is demanding, Showtime is probably barely getting even.

an example is pacman, in his last 7 fights, 5 did 1m plus, if hbo gave pac an iron claw contract, then in 2 of those 7 fights, hbo most likely would have lost money, by doing it with a fight by fight basis, promoters can protect themselves from the risk of a considerable loss
a good example is floyds last fight, it was widely known they offered him a 6 fight deal with a very safe contract to get him to fight on their network, everyone knows the guerrero fight (because of the ghost) flopped in a business sense, costing the provider money, this is the type of risk hbo are not willing to take
in terms of who is right and who is wrong, I think not offering these type of deals are best, the only way you can offer these deals is if the provider is certain the fighter can pull in certain ppv numbers with anyone but with the credit crunch and the cost of living rising, its not going to happen
