Why didn't HBO or Showtime offer Pacquiao a fight deal?

Something like a 6 fight deal like they did Tyson and Mayweather.
If I'm not mistaken is he not a bigger PPV draw than Floydie?

Is he not the supreme guy for HBO ppv's since May is gone?

They don't have to since Showtime (Golden Boy) isn't going to do business with Top Rank.

Pacquiao aint selling out stadium/arenas or getting the PPV sells that Money is getting. Infact only a handful of boxers got deals, Pacquiao back to back losses aint doing him any favors

HBO wouldn't offer the same deal to Floyd either, they saw it as a money loser. Showtime is less experienced with big time PPV so they overextended. That's how it goes, suckers get fleeced, and have to put Broner Maidana on PPV for lack of budget.

he just arguably lost three fights in a row. and he was never a bigger draw than floyd.
