That's because Rosado is a G who takes on the bigger challenges. Dude already had himself in line at the IBF and K9 and he would have won that. Instead he moved up to fight Golovkin.

He was in a better position because he had actually earned a title shot. Stevens will be a heavy underdog and the reward outweighs the risk. He can just go back to NBC and continue building his name if he catches the L, no biggie. As long as 3G doesn't completely demolish him, he should walk out of the fight with a higher profile.

Stevens getting out there only helps Golovkin because nobody knows who Stevens is and if they fight, afterwards Stevens will just be known as a nobody who was green and cherry picked.
He needs to strike now because all of the options people want will be back in 2014.
Murray will be available, Martinez will be back from injury, god willing Pirog will be back, also if Rubio wins the WBC belt (I say this because he'll most likely be elevated to full) he's a viable option unless Canelo moves up

Nobody knows who GG is either. Both could walk down the street here in America and where GG lives, but in another town, and nobody would know him. Stevens said he wants GG. Make the fight.

That's what I think... he doesn't seem hesitant. He seems like he wants it, so far his promoter and trainer said let's build him. If he pulls some kid chocolate stuff though and says he needs to build the fight... he's crazy
