Mayweather started talking about the size of Pacquiao's head during his famous 'health comes first' rant where couldn't believe Pac was stopping Cotto and dropping Mosley.
I don't think Manny ever really cared about testing, Bob just didn't see it as his duty to pay for it (it costs around 100k).
50k each in a fight generating probably over $200,000,000 mil into PPV revenue alone.

Not even relevant my dude. Manny could have accepted this early 2010 when this was being negotiated FOR REAL with a 50% split of $$$ all the way down the line, his 8oz Cleto Reyes and his $10 mil per pound weight penalty after he just slapped Cotto and Floyd toyed with JMM.
The fight was never more relevant than it was at that moment, and vacations and everything aside it was MP and his team who turned down this fight over USADA testing.Comment

Wasn`t Pac fans saying USADA is the devil?Watch them switch up on us now.And if Pacquiao would have agreed to random testing in the first negotiations the Floyd/Pac fight would have happened cause Floyd agreed to 50/50 and agreed to Pacquiao`s demand of paying 10 mill for every pound he comes over the 147 pound limit if he comes over the 147 pound limit.
So its obvious that Pacquiao ducked the fight in the first negotiations.Pacquaio did not want to fight with out his roids at the time.

i still remember the stans paying lip service for two years, claiming manny pacman agreed to testing before they all got exposed by HBO and mike koncz. and some of them still believe that the little guy isn't at fault. it baffles me.Comment

Well, that's nothing but speculation on your part.
The actual reality and reason the fight fell apart in 2009 was nothing other than Pacquaio and his team refusing drug testing and thus walking away from the fight.
This is a fact.
Shame that it fell through then and they're doing it willingly now but better late than never.Comment
