No organization is immune from being corrupt. But if I had to make a bet, I would bet that VADA is more likely to fall to corruption than USADA. USADA has a way greater reputation and a lot more to lose than does VADA. But both organizations are very unlikely to fall to corruption at this present time. There's always a possibility, what I'm saying is that it's just very unlikely to happen.
A for-profit organization is far more likely to fall to corruption because they are out to make a profit. Their business relies on profit aka making money. A non-profit though, it's business is not based on generating profit. So a non-profit can lose money every single year (and many do). And if a non-profit is caught as a profit business in disguise, the penalty is severe (prison time, big fines, etc). The situations are completely different. But of course, again, corruption can happen with anything -- church, school, business, etc.
