I don't like Chavez nor agree that a fighter should be smoking weed but this is kind of a harsh punishment for weed. Technically this is his 2nd offense but weed is not a PED...

On the other hand, the idea of weed as a performance enhancer is ridicolous, I agree with you.
If one was so stoned to not immediately feel pain, their balance, reflexes, and coordination would also be altered. I wouldn't consider a friendly sparring in such conditions, let alone fight as a professional.
That said, considering his earnings, and how pampered Chavez Jr is, I find the fine pretty fair.
Let's say he got ripped off for his weed.

900k and 9 month suspension for smoking cannabis is a freaking joke.
****ing absurd and preposterous. this is nothing more than a money grab for the boxing commission.
cannabis should be taken off the illegal substance list. If you are gonna fine cannabis usage you should fine for alcohol and tobacco usage.
Its a bad law. Its an immoral law. Its a hypocritical law.

This is the type of thing that will help deter the use of banned substances, when the punishment actually outweighs the risk.
Again, not saying Chavez cheated by smoking weed, but the use of banned substances is the bigger picture here, of which Chavez is a REPEAT offender under in the Nevada commission. Maybe they can use the money to do better drug testing all around.
