Because most top middleweights don't fight each other, I place a lot of value into fighters who rack up wins against (then) top 20 opponents.
You said Barker was Top 20 when Martinez fought him.

    Based on what?

Based on beating a top 20 guy in Domenico Spada and having a decent undefeated record (no losses to bring his ranking down). I also believe him and Macklin were considered the best British middleweights, that's why there was a lot of talk about a fight between those two. I believe boxrec also had Barker in the top 20 at the time (they currently have him at #11).

I want to see Martinez fight Floyd at 155 then GGG at 160 then ward at 168. He can make some good change with those fights and retire next year.

On what planet was Spada in the Top 20 at MW?

And looking dead average, struggling against him made him Top 20 at MW?

          Ok.

Oh, and being undefeated and domestic level, of course.

Certainly does, most of the top 20 guys at the time were in a similar situation, except they had accumulated some losses. Why do you think Vanes was considered a top 10 JMW for as long as he has? Having a prolonged undefeated record does add points to a fighter's ranking, especially when none of the other guys are fighting each other or have recently incurred losses.

Martinez has no business at 168 imo, much less against a physical inside fighter like Ward.

but...I think Froch fight at a catchweight would give him his biggest payday outside of Mayweather (who will obviously duck him).

Two he's fighting in Argentina for a smaller purse,
Three the WBC has banned unifications (you can find this anywhere),
Four Martin Murray is a top 10 middleweight (whether you like it or not) and has an official DRAW against Sturm in Germany.

Who exactly do you want Martinez to fight anyway?
Golovkin? Why just so Martinez can get stripped of his WBC title which he fought so hard to recover? Who has Golovkin fought? Rosado, Fuchigami, Proksa? If anything if and when this fight happens it has to cook a little bit and Golovkin needs to earn his shot fighting a legit opponent.

Quillin is all booked (Guerrero, Rubio) and I'm not sure his management would let him fight Martinez yet (they already turned down a Martinez fight before).

Geale? Same argument as GGG. Why should Martinez lose his hard earned WBC belt for an IBF belt? This isn't even a money fight for him as Geale is unknown in the U.S. and that fight wouldn't sell in Argentina either. A fight against a Brit on the other-hand does (Argentines hate Brits).

That settles the belt holders, every other contender (with the exception of Martin Murray) Martinez has either already beaten (Chavez Jr., Macklin) has been recently beaten (N'Dam, Sturm) or is extremely inactive, undeserving and unknown (Pirog).
So who has GGG got to fight in order to "earn" a shot at Martinez... and what if they turn down the fight with him.. should GGG just retire?

He should be calling out Daniel Geale since the guy said he wants his WBA title back. That should be the fight he should be pushing for. Pirog is another fight that would give him credibility, same with guys like Macklin and Barker (if he can beat them in more impressive fashion than Martinez it would make a statement on HBO).

The guy has two ways of landing a Martinez fight 1) becoming a unified champ beating the #1 contender (Geale), 2) making a statement on HBO (KOing Macklin, Barker, Pirog, etc.) thereby increasing the network's demand for the fight.

I really don't know why this is too much to ask, go figure...
