How Is Chemito Moreno ranked above Mares?

Mares barely got by Darchinyan, drew with Perez, and Mora F'd up the first Agbeko fight so bad as to make it hard to judge. Moreno has enough quality foes to still be in front of Mares and IMO would beat Abner soundly.

People only know Moreno from the Darchinyan fight. They don't really see his road warrior ways with quality fighters. But, they look at boxrec and assume they were competitive.
