How Is Chemito Moreno ranked above Mares?

Moreno overall comp is just as good if not better than Mares overall comp. Moreno IMO is also more skilled. And, Moreno has looked more dominant with their common opponent.

No he has not.

Usually rankings are based on who is determined to be the best fighter then go down the list so Moreno is ahead of Mares bcoz he's a better overall fighter.

Mares barely got by Darchinyan, drew with Perez, and Mora F'd up the first Agbeko fight so bad as to make it hard to judge. Moreno has enough quality foes to still be in front of Mares and IMO would beat Abner soundly.
