There are already weight penalties set by Nevada for that. though.

Manny did make multiple demands. Floyd wanted a larger ring and 10 oz gloves while the Pacquiao camp wanted a smaller ring and 8 oz gloves. On both those demands Floyd yielded his position. Floyd asked for random blood testing up until the day of the fight and Manny refused. So how is it Floyd's fault for asking? So basically Manny can ask for whatever he wants in your eyes but Floyd can't ask for one thing? Stop being biased in favor of one fighter.
