So basically, Floyd can't fight Manny now unless he lives/trains exclusively in the U.S.?

Most athletes who use PEDs use it out of competition because that's when they're most effective. If Floyd was taking testing in the right direction, he would be doing it randomly 24/7, 365 days a year. You can't just say that implementing a lesser version is a step in the right direction because you can still be able to beat the test.

Senator Harry Reid of Las Vegas had a bill where $1 of each boxing ticket goes to organizations for random urine and blood testing, but I don't know what happened to the bill.
Drug examinations, despite being rigorous, can always be cheated. The issue here is about implementing testing that makes it less easier to cheat. But the big thing your argument fails to mention is that in boxing, specially with popular boxers, their next fight is not determined a year in-advance.

Can Sergio Martinez be subjected to random testing just for a Floyd fight that has yet to be signed? Floyd or any prize fighter would have to sign fights 1-2 years in-advance for the year round random blood testing to actually happen. That simply is not going to happen in a sport where the next fight is determined by today's performance. It is completely unlike other sports where scheduling is determined well, well in-advance.

The only way full year testing can be done is if NSAC either implements such a system themselves, or hires USADA to do it for fighters all across the board. But NSAC is on record stating that they cannot do such testing since they just do not have the resources to do so.

No. USADA was recently on record stating that they have the protocols to do testing overseas, even if one trains in the Philippines. So that issue is a dead issue, he can train anywhere he wants as long as USADA has 24/7 access to testing him til fight night.

I got one question regarding this whole Floyd-Pac bull**** : why hasn't Top Rank sent Floyd a new offer or initiated new negotiations? They're the ones who changed their mind regarding drug testing so they should be the ones starting the negotiations again.
          Read the article well,

As pac mentioned why not waste his time chasing fights. They can't force someone to fight. LOL! Why send a or initiate a new offer if it's pointless!

          Get it!

Actually, I'm just taking both guys at their words and trying to look at things from an unbiased point of view. If Mayweather genuinely feels Pac is doing something illegal, I could see him being tested by a Filipino lab as unacceptable.

In all honesty, I could care less about the entire issue. Its not a fight I'm just dying to see anyway. I'd much rather see Mayweather-Martinez.

Both took the right fight at the right time. If they can't get together, Martinez is the right fight. One needs to step up.
first let me say good post. my problem is the number of good fighters pac avoided. for example, joan guzman, casamayor, frietas, juan diaz, katsidis, humberto soto(who called pac out and was still ignored)valero, nate cambell, ric juarez, zahir raheem and anthony peterson. just to name a few. i would have loved to see pac vs casamayor. but casamayor is the type of fighter pac avoided his whole career. there were many good fights for pac. but insted he took the safe rout and fought old barrera and el terrible (4) times. even after he beat the old dudes he still didnt take a risky fight. you know you would have loved to see pac vs nate cambell. but nate was too strong and could box so roach avoided him. the same with the baby bull, he through fast combos and could take a punch so he was avoided. i get pissed when i hear the bought and paid for hbo anouncers say pac fought everybody because he didnt. while you are right they caint fight every one. pac could at least fought some of these dudes.

USADA will go to Baguiao City so there's no beef there. Saying that he's agreed to take the tests, doesn't mean he's actually going to take them. Put the pen to the paper and see what happens. I don't think Floyd's afraid of Pacquiao. There's only 1 way to find out. Sign for the tests and see what comes of it.

Pac is always serious in one on one interviews. Did you see him joking in anyone of it?

The fact is all of the Queen's followers should support him and tell him to Man-up and have the balls to fight.

                      ESPN: Floyd is a coward!!

                      Marvin Hagler: Who are you!
