You said, "but Floyd wasn't looking to face that (OLD) Shane. Same with Ortiz."
What?
Floyd and his team know that people will do just like you say and feel just like you did but Floyd and his team know better.
You are short sited if you actually do what you stated. So you say, Floyd fought a guy who won in his last fight .... So what!
You may not have realized it but Floyd went into the Mosley fight knowing that Mosley was getting OLD and approaching 39. Making things worse, Mosley was also rusty as nails. Bad combination for a 39 year old out of prime fighter. You say that Floyd wasn't looking BUT Floyd admitted it himself before the fight that he is fighting an OLD Mosley and that he would take that into consideration when devising a game (fight) plan.
With Ortiz, Floyd knew that he had a raw fighter that still required polish and experience and was another fighter in a list of fighters that had very few fights at 147. Didn't you see Floyd laugh at Ortiz every chance he had .... he kept on saying, "Ortiz doesn't know what he is getting into". Where is the respect in Ortiz?
As impressive as you thought Ortiz was, he still was knocked down a couple of times in his last fight and I saw in his last few fights that he still was being hit whenever his opponents tried.
So Floyd's last fighter, according to Floyd himself was NOT ready!
Now, Floyd could have been wrong but that is what Floyd thought of his last 2 opponents. Now go back a bit more and it will be more obvious when he took on Marquez and Hatton who were better at lower divisions. So you bought into those opponents as well?
