The commission has the final say on the matter. Not Floyd, not Manny, not ARUM, not the USADA.
The commission would not want any adverse effects from testing too close to the fight to prevent the fight from happening. Not after all the investments, preparations, hotel bookings, promotions, etc. That's the reason that even Tygart of the USADA said that a 14 day cut-off is acceptable.
