Simple questions:

1) Did Pacquiao delay a rematch with a Marquez for 4 years? Marquez was the last man to give Pacquiao a boxing lesson. Twice. Then Pacquiao said back in 2008 that he wouldn't fight Marquez again because and I quote "The fans don't want tot see it".

2) Did Pacquiao delay a fight with Mayweather by refusing to take tests that he now says he's willing to take but ONLY if the most reputable agency is not the ones administering the tests?

The question is did Mayweather have to request the test nobody else is requesting. Only his scared ass is asking it. FACT only two fighters has taken the test that he wanted. nobody else. Another opinion from you of who is delaying the fight. oh by the way this request was not ask in the original negotations. it was ask after everything else was agreed upon. in other words it was follow up delay tactic by the mayweather camp.

DLH - only after he lost to Mayweather
Hatton - only after was KO'd by Mayweather

First lets not make this out to be that this OST was demanded in the beginning of the negotiations. this OST demands was a follow up demand. after they agreed on the money.
