He was supposed to administer random blood and urine tests to PBF and SSM. He stopped the blood testing 18 days before the fight. He didn't test each fighter the same number of times or on the same days. His explanation was the following.

But, of course, if we had some sort of cause or su****ion that meant that we needed to do more blood tests, let's say, five days, or, four days before a fight, then we certainly would have done it," said Tygart.

This would be the same as your son's principal saying that they are going to have random drug testing at the school and then it turns out the principal might do extra tests if they have a "su****ion" of your son. That's not random, that's up to the principal's own subjective opinion. It wouldn't be random and it wouldn't be legal.
That's exactly the same thing Tygart said he did. He would have conducted another test closer to the fight if he had a "su****ion" about one of the fighters. It shouldn't be up to his subjective opinion. Random should mean random, not left to the discretion of Tygart or anyone else that would conduct the tests.
