I would say Ortiz. I think he has the harder punch.
Now, if you were to ask who I think would have the better chance of knocking any individual out, I would go with Pacquiao. He has significant power, but more importantly, has outstanding speed. As we all should know, more times than not, it's the punch you don't see which puts you out.

But again, in terms of sheer punching power, I would give a slight nod to Ortiz.
