I don't think anyone is at fault.

I presumed Pac's muscles had increased over the last 3 years.

Seems they haven't.

Which I personally find strange considering his jump in weight and increased calorie intake etc but hey, if they measured him they measured him I guess.

I don't know why someone claiming Pac has bigger muscles is a problem here.
