I'm pretty sure Pac didn't take Floyd's tests because Floyd is not the commission.

B-Hop is a freak of nature and has been for awhile. He didn't take the tests for similar reasons. Pascal is not the commission. He has no right to demand drug testing when it's not his position to demand it.

If the commission told both Bernard and Manny to take tests a few days before the fight I'm sure both of them would, but not because Pascal/Floyd want some kind of psychological edge.

To quote Pac, a fighter's job is to train hard and fight. Making extra demands is for your manager and promoter to deal with in your best interests. The proper way to handle the whole situation was to petition the boxing commissions not to distract the fighter.

The way both Pascal/Floyd went about it gave away their true intentions of using the testing as a mental edge they could hold over their opponent. They would both know that the opponent gave in to the tests and that would feed their ego.

That's the only difference between the fights. Fight between Floyd and Pac didn't happen because Floyd is one. The other fights that involved Bernard pushed through because his opponents were not pu$$ies. Somehow the TS is only focused on Pac not agreeing to the tests. Well, Pac didn't exactly reject the demand. He made a compromise which is far and above the commission rules. Floyd still won't fight. Arum and Pac attempted a second negotiation and Floyd didn't even bother to get involved in it. Perfect definition of a pu**sy.
