FACT: there has only ever been one official negotiation
FACT: that negotiation broke down because Pac would not agree to random blood tests without a 24-day cutoff.
The biggest fight in boxing is now on the table. Manny Pacquiao dominated Joshua Clottey over twelve rounds at Cowboys Stadium in March. Floyd Mayweather Jr. dominated Shane Mosley on Saturday night at the MGM Grand in Las Vegas. There are two issues at hand, the issue of money and the random Olympic-style drug testing. The two sides sat down earlier this year and the two fighters could not agree on the cut-off date for the random drug testing. Following the win over Mosley, Mayweather said the Pacquiao could not be made without the random drug testing being involved.

Floyd doesn't really care whether his other opponents undertake OST's or not, he just wants Pac to front-up because he suspects that Manny is using PED's.
Anyways, who cares about that PED rubbish, why bring it up on this thread ?
Forget about that crap willya, it is totally worthless nowadays. Fighters will simply refuse to test, and their pig-ignorant fan's will blindly accept that rubbish..... nobody cares anymore, so lets just move on.

Team Pacquiao gave a total of 7 ridiculous excuses why Manny would not agree to random blood tests - which is a fkn joke - requiring 7 different excuses means that none of them were genuine, Manny just didn't want to take random blood tests simple as that......

I simply cannot understand why every boxer other than Pacquaio can call their ownWBC welterweight champion Victor Ortiz (29-2, 22KOs) is ready for the best possible fights. After his career defining win over Andre Berto, the 24-year-old boxer wants the two biggest names at his weight, Floyd Mayweather Jr. and Manny Pacquiao. He doesn't really care about any of the fighters at 140-pounds, as he believes many of them were ducking him.
