that's cos floyd has a precedent for not coming in at the agreed weight. recall jmm-floyd fight where he came in overweight by two pounds.

The reason the weight penalty was implemented is because Floyd blatantly camibn overweight against Marquez an already smaller fighter that was moving up two weight classes.

Pacquiao never failed any drug test or was ever suspected that's the difference, but Mayweather Sr and the whole camp pre-meditated a slander campaign against Pacquiao. They demanded something that has never been done in boxing and knew Pacquiao's team would not agree without negotiation trying to divert the blame away from Floyd. You never heard any of this come out of their mouths until people started talking about this fight and demanding it. It was never an issue until Pacquiao became a threat!!!! I don't rememeber Floyd ever demanding this of any other opponent before the first negotiations started, and he had no choice to do the same with Mosley when the Pac negotiations fell through without looking like a complete hypocrite.
