One could make a strong case that Khan has done more at 140 than Bradley. He certainly has the best win, Maidana is a better win than any of Bradley's.

No, Pacman did, and remained the Ring champ at JWW for quite some time.
Don't bastardise the record books and reality. If at any time Manny may have given Bradley a shot at the top spot of JWW, he'd have been embarrassed and pushed even further back in the rankings.

I'm going to score each of those fights out of 10 and give an overall score. I'm going to exclude the Campbell fight as it was an NC.

Vazquez. 10 round fight, won a wide UD. Vazquez has gone on to win a world-title since. Score: 8/10
Nate Campbell was old and past-prime, he gets no credit from me for battering an old man. It was an NC so it doesn't count anyway.
Bradley showed heart against Peterson and Holt, but both are B-class fighters. 8/10 for Holt (got KD'd twice but showed heart), 9/10 vs. Peterson.
Witter was past-prime and shot. Nothing more can be said about that. 7/10.
So he's beaten 3 B-class fighters and an old past-prime former world-champ.
Total-score: 32/40.

He shut Kotelnik out 12 rounds to 0. Impressive considering that Kotelnik went on to beat Alexander even after a year's lay-off. Khan beat a prime world-champ with several successful defenses. Score: 10/10
Salita was a C-class fighter, but was a mandatory so Khan had to fight him. KO'd him in impressive fashion. Score: 7/10.
Malignaggi, a former world-champ, coming off the back of two wins against Diaz. Experienced and definitely a game opponent. Out-boxed him from start to finish and only the 2nd man to stop him, something a prime-Cotto couldn't even do! Score: 9/10
Maidana. MM was prime and in the shape of his life. Pressure fighter with a lot of power, heart and a chin = nightmare opponent for Khan. Khan knocked him down and almost out, and answered any questions about his own chin and heart. Showed defensive frailties at times though. Score: 9/10
I don't think Kotelnik, Maidana or Maidana can't be called B-class fighters, definitely better than that. These are certainly better wins than Vazquez, Holt and Peterson.
Overall score: 35/40
Khan's resume at 140lbs is better than Bradley's IMO. But if Bradley beats Alexander, he takes top spot.
