Mayweather agreed to two things that he probably shouldn't have, and yet Manny would not agree to random blood testing within 24 days and cited 6 different reasons why not.

would Top Rank, and HBO, make more money by milking the Manny-cow dry, and then feeding him to Mayweather.
There is a bigger picture than just Manny's next fight.
A money-maker like Manny is extremely rare, he will be milked until he is dry.
Greenburg understands PPV numbers and I doubt Manny's next PPV will do well, because no one is clamoring for that match up. Boxing isn't predictable, one loss and the world crumbles around you. I doubt Greenburg has some sinister plan to milk Manny and then move on to Mayweather, that seems highly implausible.Comment

It is exactly the same risk/reward trade-off that is made when any management team are deciding on the next opponent for their fighter.

And, you are aware that Bob Arum will exhaust every available in-house fight before he looks to Mayweather for the granddaddy of paydays - as he probably makes more from in-house matchups and Mayweather is a much steeper challenge for Manny.
