They know they could be tested at ANY RANDOM time, which deters them from breaking the rules. If they use, they run the risk of getting caught, because they could be tested at any time, and there is no way for them to plan their cheating around testing dates.
Random time goes before and after training camp and fight though.

What part of "random" don't you understand?

Its a year round process, not a selective one.

Floyd and Shane never did random testing.

At job sites where the policy is "random drug testing",

    its year round,

not just the days you work.

It's pretty simple really. Both fighters were not aware they wouldn't be tested within that period. That alone makes the testing effective and by defn random. 7 days is a reasonable cut-off IMO. However when arguing this issue the fact that Floyd and Shane were not tested 19 and 18 days prior to the event holds no significance at all. So let's not pretend it does.

Also, Floyd isn't doing anything excpet for requesting a better testing regime. He isn't implementing it. USADA (a non-profit organisation) is doing all the work.

Whos really do good for the sport, one fighters fighting while the other one is hybernating..
What happened the first time they tried to get it done? Pac first said ok, then he asked for 7 days cutoff, then 14 days cutoff, then 24 days cutoff? Then he walked away. Sorry, your idol walked away from the first try and getting this done, for no good reason. Pac isn't free of blame in this situation. None of you guys will address what Pac did. It always comes back to slamming Mayweather. Why not address what Pac did? And he didn't agree to everything the second time, as he claimed. He asked for 7 days.

The commissions don't ask for it, and the promoters don't ask for it. Floyd asked for that one fight to be tested in the best possible way. How else were they going to do it? You can't schedule a fight for a couple years out, because what if one of them loses in between? That was the best they could do under the circumstances.

Pac fans are just delusional. They won't even address what good reason Pac could have for asking for a cutoff. The answer is, there is no good reason. If there's no good reason, then why would he walk away from the biggest fight in ages?
Ok now you sound ******.. The commission dont ask for it but its ok for Floyd to ask for it.. How f$#S% dumb does that sound? Again who the hell does Floyd think he is overseeing the commissions rules.. ?

Floyd should just man up and take the damn fight already and quit this drug testing campaign that obviously he isnt around to lead..

Fighters fighter.. they dont look for excuses..

Too bad you believe everything Team Pacquiao feeds you instead of actually doing some thinking for yourself.

I don't know dude, this is pretty easy to understand. Unless someone invents a time machine, you can only agree to test going forward until the time of the fight. If you can be tested at any time, day or night from that day until the day of the fight, what would you call that, if not random?

Yeah, best case they would be tested all year for the remainder of their career. They couldn't even get Pac to agree to test up until his next fight.

In my view it's simple. The first time this went down Pac didn't want to fight Floyd. The second time it went down Floyd wasn't showing much interest....prob due to the $40 mil he had just made.

Hopefully 3rd times a charm as they say.

Ok im done with this drug testing argument.. Lets just put it like this..

                      1. Where is Floyd today
                      2. Why isnt he leading this "clean up the sport" campaign
                      3. Who has a fight coming up and who doesnt?
                      4. Is it good for boxing for fighters to sit out and start controversy
                      5. Who admitted he wasnt interested in boxing right now and confessed to taking a year or 2 off?
                      6. Whos looking like a ducker at this stage of this nonsense..

IF ESPN IS COVERING THIS, THAT SAYS ALOT..
