A paragraph from this article made a clear point the reason why this fight will not happen possibly ever. George Peterson and Al Haymon met in New York to discuss and promote the fight between Sergio Martinez and Paul Williams. Apparently something was said in their discussion that was not about the fight between Sergio Martinez and Paul Williams. Soon afterward, Scoop had a one on one interview with George Peterson and they were discussing about the current state of boxing. Of course the interview turned to the mega fight between Floyd Jr and Manny Pacquiao and Scoop wanted to get George Peterson’s take on the fight. From what George Peterson said to Scoop set off the biggest alarm in boxing.
“I believe George Peterson, a colleague of Al Haymon by way of managing Paul Williams, knew of the secret plan by this fraud to duck Pacquiao as far back as December 2, well before the steroid excuse was first used. A disgusted George Peterson actually told me, point blank, this fight “is not gonna happen. Some fights aren’t meant to be made.” I believe George Peterson is disgusted at this cowardly fraud who is a shame on our great sport, and wanted the truth to be known.”Comment

That is true that Manny never actually said himself he didnt want to fight Shane, then again Manny doesn't really say anything, he usually just lets Freddie and Arum do the talking for him, if you notice its always Freddie and Arum in the news talking about who Mannys fighting next or might be fighting next, so you can understand why people might say its a duck.
Also, had Freddie agreed to Shane's offer would the fight have happened? Possibly. At the end of the day you have to think, Manny and his team must have sat and down and chose to fight Cotto over Shane, for what ever reason we don't know. So its not necessarily a duck so to speak, but its fair to say 'Manny' (him and his team) chose Cotto over Shane, who was Lineal champion. To be honest i dont really blame Arum, hes going to go paid alot more with Pacqiauo Vs. Cotto fight compared to Pacqiauo Vs. Mosley, so i don't really blame him, but the best option out there was Mosley.Comment
