Explain why Mosley who beat Margarito who beat Cotto(Cotto being the reconized WW champ), was never in the runnings to fight Pac, WHEN MOSLEY AGREED TO COME DOWN TO WHATEVER WEIGHT PAC WANTED AND PAC FLAT OUT REFUSED???
