I consider raw power to be the degree to which a fighter's fist is slowed upon impact with the target. If a fighter punches fast but a large quantity of the speed of the punch is dissipated on impact than he's not going to do much damage (eg Chris Byrd) whereas a fighter can punch comparatively slowly, but their fist hardly slows at all upon impact (eg Foreman). Of course there are fighters whose fists move quickly and don't slow much upon impact such as Tua, but that kind of power is extremely rare.
For the record, I consider a prime Tua to be the hardest hitting heavyweight in history.
