Never Mind that James Tony who was Roy's greatest challange in that division was dominated completely so putting together a list of fighters who were inferior to Tony seem futile.

Seriously Roy didn't fight in 1935 when fights against everysingle top 10 contender could be made. Give the guy some slcak here because as IMDAZED said you could make a list like this for every top PFP fighter that ever fought in the Modern era.

Not every one was a strategic coward , but Jones was.

Winky Wright did turn down plenty of fights.

And, that strategic coward has a lopsided win against James Toney who you mentioned.

And, only 4 of those guys that you named are HOF'ers.
