Manny Pacquiao is suing for damages. The damages are Pacquiao's defamed character, due to libel and the Mayweather's tarnishing his reputation by associating his name with illegal substances.
If Pacquiao says, "Oh, I'll drop the suit if you make the fight", that's on the borderline of bribery, and defintiely illegal. So Pac pretty much can't drop the lawsuit to make the fight.
Besides, the suit and the fight have absolutely NOTHING to do with each other. If anything, it threatens Floyd to lose money, and Floyd's gonna need to make money to pay Pac haha. Pac only needs a 50.1% preponderance of evidence in civil court. That's pretty darn easy.
