If a proposal was sent to Mayweather. That means the terms inside the proposal were agreed upon by both Top Rank AND Golden Boy, who are negotiating on behalf of Mayweather.

well it looks like both sides (top rank & golden boy) have agreed to terms. Obviously Golden Boy knows what mayweather wants being that they represent him.
