Boxing is an individual sport. Bob puts on good to great matchups.

    Whats really the problem?

    Theres no teams in boxing.

I don't understand why Bob put Kelly in with two fighters who are the worst possible style matchup (Hopkins and Martinez), perhaps Arum doesn't like Kelly and wanted to get rid of him for some reason.

Arum refused to make fights with Abraham and Williams, who would have been a better style matchup for Kelly (easier to hit).
Money. Kelly wanted more money but didn't want to fight Abaraham in germany. So he fought Bernard (biggest payday to date). HBO wouldn't pay unless he fought a above avg fighter after he couldn't fight paul williams because of his pinky!

Abraham and his promoter expressed a willingness to come to the US for Abraham-Pavlik, as he did for Miranda II.

Arum does it more and Arum is the one that ingrained such behavior in his company, Oscar learned how to promote fights from Arum so the fact that they would opperate in a similar way is not suprising.

Arum knows what he is doing because it does not matter who a guy beats as long as they look impressive, if a guy can look impressive against a name even better, but knowing which name to put in with a building star is more art than science because it is just as easy to mess it up (see GBP). Still though impressive wins can always be talked up no matter the opponent.

Arum is a bitter old man that holds grudges that prevents him from working effectively with others over the long term, the only thing that Arum values even close to as much as money is holding grudges. SO therefore it is much easier to juat keep everythign in house, so he does not have to deal with people he does not want to tolerate.

If people want to accept that kind of behavior from one the the A-1 promoters/leaders in the sport so be it.
