        He knows that he is the smaller fighter. He has to eat probably twice as much as his opponents. Even come fight night.

              What do you mean he couldn't. That's part of the negotiation. If Cotto said no, then negotiation continues.

                There is a limit. Again, he knows what Mayweather did against JMM, he just doesn't want that to happen to him. simple.

                    No they wouldnt have continued. Because Pacquiao was only going to fight Cotto with a catchweight. The original request was 143 and they negotiated to 145. It wasn't for Cotto's benefit and there was not going to be a fight at 147.
