Fact is, when Mayweather steps in the ring, he does whatever he wants, and as of yet no one has been able to make him do anything else.

I believe those fighters (Chico, Hatton, ODLH, JMM, Shane) that Floyd fought are not capable or lacked will of cutting the ring enough to cover Floyd on where they want him, hence their low output with Floyd. And knowing Floyd's ring generalship, he will use the whole ring to his full advantage, and of course, his accurate counterpunching also at play.
That being said on how i see it, I then conclude that Floyd has yet to face an opponent who can cut the ring very efficiently to chase him and lure him to his advantage and thow as he wish and limit Floyd's use of ring generalship, thus maintaining his average punch output even if faced against a fighter like Floyd.

pac's second & third fights at feather weight after being at 122 were against marquez & barerra. All the top dawgs in the division.
all pac does is go up in weight & fight the top guys.
He's doing all this while being a raw, undeveloped, one handed bandit.
