He accomplished this by laundering the money through Europe with then booking agent Stan Hoffman. Shortly thereafter, Arum admitted such in a US Dept. of Justice affidavit that was published here at RingTalk.com. The fallout saw Arum fined in a number of states, while unable to promote in Arizona.

    and?

    your point is?

If one can cheat within 14 days,

why offer it in the first place?
Was there a cut off date for the Mayweather vs Mosley fight? (Going by what Tygart said)

        Yeah, because Arum never lies:

"I don't want to discuss any of the issues involved in making that fight, because we're going to be involved in negotiations. And my first goal and Manny's first goal is to make that fight happen. But we're not going to do this in the press, and we're not going to negotiate this thing in the press," said Arum.

You really are going to make a fool out of yourself with this.

Because there isn't any need for it.

          Now, answer my question,

if within 14 days, a cheater can be caught,

why offer a 14 day window in the first place?

“That totally misses the point,” Tygart said of the reaction some may have upon hearing of Pacquiao’s concession and the timing of Mayweather’s last blood test. “If you know you aren’t going to be tested within the last 14 days, you can cheat and get away with it. It is our right to test at any time, 30 days before the fight, 20 days before, the week of, the morning of – that provides the deterrent. If you block out a period of time and say we can’t test during that period, then an athlete could cheat and get away with it.”

Then why agree to it now if there is "no need for it?" I'm not answering anything because you can't answer your own question.

It was offered because as we have said from the beginning Floyd really wants this fight its Pac that tried to get out of it at every turn , Floyd tried his best to make the fight happen accepting everything , he will not drop OST testing and I dont blame him , the minute Pac said no test he looks as su****ious as a wife cheater that cant ly straight in bed , Floyd offered 14 days to try and make the fight it was as simple as that , Pac refused and now says ok , *** Pac he had his chance now he is jerking around , random is random .

All this proves is that, Pacquiao should take the full test.
