remember pacquiao got knocked out twice at 112 pounds he had a 50% ko ratio at 130 and now has an 80% ko ratio at 135-147 so i do think its strange that both pacquiao's power and speed went up because when mayweather went up to 147 and 154 he didn't take his power with him and even though he is still fast he is not as fast as he was at 140 and 135 and mayweather moved up gradually over years pacquiao did it in a year i don't think it's ignorant to think PEDS were involved so mayweather just wants to make sure he is clean and the fight is fair and add on the fact pacquiao won't submit to random blood and drug tests makes you wonder and grow more su****ious

That is the whole point. A testing cutoff of 14 days is not designed to catch a cheater, but to prevent the cheating from taking place at all.
