Team Pac knows this which really spells guilt. They want announced testing or 24 days before the fight which is exactly why Manny will be fighting Margacheato in Nov. They have no intentions of fighting PBF. Their in a challengers position making demands. It's not gonna happen.
What I do not agree to is Manny's initial reasoning and hindrance. I do not agree with the people who are advising him, Top Rank's way of handling negotiations and all of these reports that have surfaced within the past couple of days about negotiations "starting" with Pac and Floyd when we all know it's not true. I definitely want to see these two in the ring but Manny needs to step up and if Floyd did agree to 14 days in the initial negotiations it would be nonsensical to go back on it now.

Blah blah blah, Make the fight and stop hiding behind a commissions back.. I see you didnt need a commission when inserting $10 million penalties for your opponent coming one pound over weight, You didnt need the commission when you fought Cotto at 145, You didnt need the same commission when you fought a drained Morales with penalties stipulated in the contract, Now that you have a high-profile opponent who also have the power to throw some stipulation back at you in a contract you all of a sudden want everyone to abide by the commission's rules....Sign the contract or retire and STFU.

Not only that, I got a feeling Cheato was using too. He get's beat down in the early rounds yet he always comes back in the later rounds. A cheater is a cheater. I just hope he juices up against Manny. Cheater vs Cheater

1. The $10M penalty is not excessive, in fact it is by the books according to the commission. 20% of the purse if you come in 2 pounds over, per pound. Manny simply wanted the penalty to start at the first pound over. Half that penalty goes to the commission, the other to the opponent. 20% of a $50M purse is $10M.
2. Cotto fought Pac a pound below what he fought Clottey at and a pound and some change at what he fought Margarito at. If I'm not mistaken that's still well within welter limits.
3. Morales fought in between 128 and 130 most of his career which wasn't a surprise when he came into the ring weighing the same weight he registered at. That's not drained.
All of these rules were and are coherent to those of the commission so any argument that says otherwise is misleading to say the least. The one thing we do know is that blood tests were not and with Pacquiao agreeing to do so, whether there was some reluctance, is a big concession on his part. Floyd's no different and has fared well with the commission rules up until he was considering a fight with Manny so the notion of Floyd wanting to even out a level playing field is erroneous when he too has been protected and deemed the NSAC a fair factor in upholding match up integrity.
