In their world, the fact that Pacquiao has taken commission tests means he never lied about his issues with other testing.

So, in the world where Floyd has taken the same tests as Pac,

what does it say about Floyds previous 40 fights?

The weight penalty fee is a different issue entirely versus additional testing, because one party was guilty of committing an infraction and broke a standing contract, he didn't find a loophole by the way, he paid a penalty fee to Marquez...the keyword being "penalty". One party committed an infraction while the other has been "alleged" to have committed an infraction, quite different in context.
