PAC is the #1 WW unless somebody actually beats him

Pac is clearly the #1 welter. Margarito cheated against Cotto so margs win over Cotto doesnt count. Cotto was still the real #1 welterweight when Pac beat him. And we all know Cotto beat a prime Mosley with ease.
