Freddie Roach told Shane Mosley that he's too good of an opponent for Pacquiao to fight at welterweight, the only way that Pacquiao would agree is if it's at a catch-weight - at a maximum of 143.

Initially, Mosley refused to lose weight... but he later stated he was willing to drop down to 140.

Mosley was turned down twice by Team Pacquiao. The first reason being money, and the second weight. - him being "too good". The money excuse doesn't seem to make much sense because they chose to fight Clottey instead of Mayweather - who would bring in the most money they would ever make.

These are all facts and can't be disputed.

There is a BIG difference between the two. He is p4p #1 until someone beats him. He barely won a WW title 2 fights ago, that doesn't equate #1 WW.

Mosley is the #1 WW, until someone beats him. He has been #1 WW since he beat the #1 WW.

Pacquiao can't just come into the WW division, beat two guys and earn #1 spot without beating the guy who is #1. That's like Mayweather being #1 p4p just because he returned to boxing.
