Freddie Roach told Shane Mosley that he's too good of an opponent for Pacquiao to fight at welterweight, the only way that Pacquiao would agree is if it's at a catch-weight - at a maximum of 143.
Initially, Mosley refused to lose weight... but he later stated he was willing to drop down to 140.
Mosley was turned down twice by Team Pacquiao. The first reason being money, and the second weight. - him being "too good". The money excuse doesn't seem to make much sense because they chose to fight Clottey instead of Mayweather - who would bring in the most money they would ever make.
